The Nine Noyan
The Nine Noyan are the potentates of the nine ‘realms’ that together comprise The Tuigan Empire. In theory, all are equal in standing in the camp of Timur, the current Great Khan, who arbitrates between them when this becomes necessary. In practice, some are more equal than others. Rurik, for example, is the only surviving Loyal Noyan of Jebe Khan, and expects to be deferred to. Some of the nine are members of The Golden Family, but not all, and this is another source of friction.
The Nine Noyan are Ilderim (Pharaoh of Mulhorand), Jahan (Caliph of Semphar), Mongke (Regent of Ulgarth, Khan of Durpar and Veldorn, and Chief of the Shaaran Hyena tribe), Rurik (Baron of Rurikan), Ar-Rabi (Sheik of Raurin), Tewodros (Emperor of Gezer), Yakub (Khan of All Shaarans and Chief of the Shaaran Cheetah tribe), and Timur (Khan of The Endless Waste and Great Khan of The Tuigan Empire). Until recently the ninth and last of these was Subedei Khatun (Khatun of the March), the widow of Jebe Khan. However, since her death in 1426, no one has emerged with the power necessary to take her place in her realm, The Tuigan March, core of the Empire. The struggle to claim the loyalty of her Noyan and their warriors is a major source of tension within The Golden Family and a dark cloud over the future of The Tuigan Empire.
